Instructions
Set your Instant Pot to SAUTÉ and heat the tablespoon of vegetable oil. Add the garlic and ginger and stir for about 30 seconds, just until they smell fragrant — don't let the garlic take on color.
Add the beef strips and cook, stirring now and then, until browned on all sides, 3 to 4 minutes. Pour in ¼ cup water and scrape the bottom of the pot clean with a wooden spoon so nothing is stuck (this prevents a burn warning).
Stir in the soy sauce, brown sugar, sesame oil, and ¾ cup water or beef stock. Turn off the SAUTÉ setting.
Lock the lid on with the vent set to SEALING. Pressure cook on HIGH for 8 minutes. It will take roughly 5 minutes to come up to pressure before the timer starts.
When the timer ends, carefully quick-release the steam, then remove the lid. Switch back to SAUTÉ, stir in the cornstarch slurry, and simmer for 1 to 2 minutes until the sauce thickens and coats the beef. Turn the pot off.
Fold in the steamed broccoli so it's glossed in sauce but still crisp. Spoon over rice and scatter with sesame seeds.
Chef's tips
Slice the steak across the grain and no thicker than ¼ inch — it stays far more tender under pressure.
Steam the broccoli separately (2–3 minutes in the microwave or a covered pan) and add it at the very end; pressure cooking turns it to mush.
If the sauce is thinner than you'd like, whisk together another teaspoon of cornstarch with a teaspoon of cold water and simmer it in.
Any well-marbled quick-cooking cut works here — sirloin or skirt steak both behave like flank.
