Put the chicken thighs in a small saucepan with the water or broth, smashed garlic, 1 teaspoon kosher salt and the bay leaf. Bring to a bare simmer over medium heat — you want lazy bubbles, not a rolling boil — then reduce the heat to low, cover and poach for 14 to 16 minutes, until an instant-read thermometer reads 175°F in the thickest thigh.
