Cut the block of mozzarella into 8 batons about 3 inches long and 1/2 inch thick (trim them to match the width of your bread). Set them on a plate and freeze for 20 minutes while you set up the breading.
Set out three shallow dishes: flour in the first; eggs beaten with the water in the second; panko tossed with Parmesan, garlic powder, oregano, salt, and pepper in the third.
