Heat the oven to 375°F and lightly grease a 9x13-inch baking dish. Set out a wide, shallow bowl or pie plate for dipping tortillas.
Make the sauce base: melt the butter in a medium saucepan over medium heat. Whisk in the flour and cook, whisking constantly, for 1 to 2 minutes until it smells toasty but has not browned. Slowly pour in the chicken broth while whisking, then bring to a simmer and cook 3 to 4 minutes, whisking, until it thickens to the consistency of thin gravy.
Blend the green chiles, jalapeño, garlic, cilantro, cumin, and 1/2 teaspoon salt with about 1 cup of the hot broth mixture in a blender until smooth, 30 to 45 seconds. Pour the puree back into the saucepan, return to a bare simmer, and cook 2 minutes.

Working with one warm tortilla at a time, lay it in the bowl of hot sauce and turn to coat both sides (2 to 3 seconds a side is plenty).
